In some ways 'dwellers are better prepared than housedwellers to deal with emergencies.

• we make our own power
• we are used to carrying around all our possessions
• we are used to “roughing it” in campervan conditions at least

The most extreme form of emergency avoidance is boondocking in unaffected areas.
